Have you tried leaning on the seat to remove any strain present on the locking mechanism prior to turning the key?

Give it a good dosing of WD40 and leave it to soak in.
Repeat, then put the key in the lock and place an electric sander on the top of the key and let it start vibrating. Very gently put a little turning force on the key repeatedly on and off. The stuck wafers in the lock will hopefully come back down and the lock will turn.

Just make sure that you are turning the key the right way as I stood on the other side of my bike the other and could not open the lock as I was turning it the wrong way.
Cheers Rick

Eventually took it back to dealer, all sorted thanks to Webbs of Lincoln under warranty, think will be ensuring well soaked in WD40 and cap well and truely stuck on. Thanks for all the advice tho ..
