Here are some of the riding rules in Europe (compiled by FEMA):

The one that surprised me was that reflective stickers for your helmet are not compulsary for foreigners in France (up until now I was lead to believe that they were).

In France it is now illegal for all drivers and riders (including cyclists) to use headphones or in-ear devices. You can have built-in speakers in your helmet, so Bluetooth devices should be OK As a rule of thumb, if it doesn't have wires going into the helmet, it's OK. FWIW, trainers/trainees are exempt.

I believe that earplugs or earbuds of any kind are illegal in Spain.
